The German Parliament has unanimously approved the public financing of cannabis treatments through the German social security funds called Krankenkasse. The legal reform voted by the Bundestag will allow prescribing dried cannabis flower and cannabis extract to severe or chronic patients without therapeutic alternative. The German government estimates that the average cost of treatments authorized with cannabis flowers is about 540 euros per month per patient, although in some cases it has reached 1,800 euros. To cover this demand, Germany imported in 2014 a total of 48 kilos of cannabis and another 94 kilos in 2015, mostly from the Netherlands.
The reform, however, does not satisfy the associations that defend the legalization of cannabis, because it is only a therapeutic use and for which a doctor’s prescription will be necessary, but the Minister of Health, Minister Hermann Gröhe, has explained that the use of cannabis as a medicine within narrow limits is useful, but cannabis is not a harmless substance, so that the legalization of recreational use is not the objective and the purpose of the reform. He considers it essential to give priority now to quality controls and medical monitoring of side effects.
